The Black Industrialist Scheme (BIS) is an initiative driven by the Department of Trade and Industry to help grow black-owned businesses in the manufacturing sector by providing capital to entrepreneurs.

Minister Rob Davies hosted the Black Industrialist inaugural dialogue, under the theme Black Industrialists: Expanding Economic Investments and Strengthening Competitiveness, at the South African Bureau of Standards (SABS) in Pretoria on 3 October 2018. The purpose of the dialogue was to facilitate discussions between the government, private sector and the beneficiaries of the Black Industrialist Scheme (BIS).
